NOTICE OF PROJECT PLANNING PUBLIC MEETING AMENDMENT TO THE 2025 DWSRF PROJECT PLAN

The City of Hamtramck (City) will hold a public meeting to amend the approved 2025 Drinking Water State Revolving Fund (DWSRF) Project Plan lead service line replacement and water system improvements program (Program) for the purpose of receiving comments from interested persons.
 
The Meeting will be held during the Hamtramck City Council starting at 7:00 pm on Tuesday, April 8, 2025, at
Hamtramck City Hall, Council Chambers, 3401 Evaline St. Hamtramck, MI 48212 during the regular City Council Meeting.
 
An amendment to the 2025 program description and details are organized into a comprehensive “Project Plan”. If the DWSRF application is successful, the city will have the ability to employ EGLE’s DWSRF low-interest loan program to fund the proposed project; however, utilization of the loan is not mandatory. Project construction proposed in the Project Plan includes the following:
 
The purpose of the proposed project amendment is to include the replacement of three (3) additional water main looping projects. 1.) Loop the dead-end main on Berres to Dan St. 2.) Loop the dead-end water main on Council to Dan St. 3.) Loop the Dan St. / Veterans Park dead-end water main to Goodson St. The proposed work will be installed via directional drill from the dead-end water main to the water main connection. Valves and hydrants within the proposed areas will be added as part of the process to ensure compliance with EGLE regulations.
 
Impacts of the proposed program include the following:
• Public Health: Reduction in the potential for exposure to lead in drinking water.
• Customer Disturbance: Water main installation will require construction work within the streets noted,
• can be disruptive to water supply system customers water main shutdown maybe necessary to complete the work.
Loss of water to homes and businesses can be disruptive.
• Increased User Rates: An increase in user rates will be necessary to fund these improvements. Replacement of the
lead service lines has been made mandatory by the State; however, by replacing the water main, water service
lines and adding new water main loops and spreading out costs amongst all water system customers, the rate
increase has been minimized.
• Noise: Noise due to construction activities such as construction equipment, machinery, generators, compressors,
etc. will be kept to a minimum, as practicable. The work hours will be maintained in accordance with local
ordinances
 
The proposed program total cost is estimated to be $19,734,120. The repayment of the DWSRF loan, if approved, will be apportioned to City water customers based on water consumption. The estimated user costs to finance the proposed project have been determined assuming DWSRF financing with a 1.875% interest rate. The apportionment costs are based on an annual average over a 20-year period. The approximate user rate increase necessary to retire the debt
incurred from the proposed program is $16.82 per month, reflecting a $0.77 per month increase compared to the original 2025 DWSRF Project Plan. This also equates to $201.84 per year for the average user over the life of the loan.

Written comments received before the public meeting record is closed on Tuesday, April 8, 2025, will receive responses in the final project planning document.
