The city manager shall be the chief administrative officer of the City. He shall be responsible to the council and mayor for the administration of all city affairs placed in his charge by this charter. He shall have the following powers and duties:

Max Garbarino is a seasoned professional public servant with over 24 years in municipal government. He was asked to and appointed as Interim City Manager for the City of Hamtramck in July of 2022, and then full-time City Manager in February 2023.
He started his career as a police officer for the City of Hamtramck, rising through the ranks of the department and eventually becoming Chief of Police in 2012. Not only was he the youngest Chief of Police in Hamtramck’s history, but he was also the youngest in the State at that time.
Over the years, Mr. Garbarino has also worked for the Wayne County Sheriff’s Department, Eastpointe Police Department, and served as an Adjunct Professor for Wayne County Community College. He has served as a trainer in a variety of areas that include firearms, the tactical team, and many more.
Mr. Garbarino has earned a Juris Doctor from the University of Detroit Mercy School of Law and a BA in Criminal Justice. He is a graduate of dozens of professional development schoolings and academies, with a focus on leadership that includes offerings from: Northwestern University, the FBI, the Michigan Association of Chiefs of Police and Louisiana State University.
His accolades include awards of merit while serving in the Police Departments, awards from the Yemeni American Committee, Bangladesh Association of Michigan, Wayne County Commission, Al-Islah Islamic Center, Public Library Hall of Honor, the Inspector General of Bangladesh, and many more. Mr. Garbarino is also an active member of several prestigious city management and law enforcement associations.
